Step 1. Clean the filter and clear the sump
Start here even though the code is about water level. A blocked filter starves the circulation pump, the level in the sump drops as water sits in the tub instead of returning, and the sensor sees exactly what it is reporting. Both parts of the filter, then a look round the sump with a torch.
Step 2. Look at how the machine is loaded
Rarely mentioned and genuinely a cause on Samsung machines. A large baking tray or a plate lying flat across the bottom rack blocks water from draining back to the sump. It pools where the sensor cannot see it, and the level reads low. Redistribute the load and run it again.
Step 3. Cut the detergent back and rinse the foam out
Suds sit on top of the water, and a sensor looking for a level finds foam where it expects liquid. Run a rinse only cycle with nothing in the dispenser, then use about half the detergent you were using.
Step 4. Check the machine is level
A spirit level across the bottom rack. A machine tilted back or to one side pools water away from the sensor and produces a low reading with a perfectly normal amount of water in the tub. The front feet screw up and down.
Step 5. Confirm the supply is not weak
If the fill is slow as well as low, the problem may be upstream: a half open valve, a silted inlet screen, low house pressure. That reads as 4C when it is bad enough, and as 9E when it is marginal.

Test the level sensor and its harness
With loading, foam, filter and levelling ruled out, the sensor and its wiring are next. Both are metered rather than replaced on suspicion, and a corroded connector is a common and cheap finding.
When to call a technician
When the filter is clean, the load is sensible, the detergent is right and the machine is level, and 9E still appears. The sensor circuit needs testing and that means the machine out and the panels off.

A new machine of the same class runs $500 to $1,500. Once a quote passes about a third of that on an older appliance, the repair stops making sense.

Questions people ask
- How is this different from 4C?
- 4C is about the fill: not enough water arrived in the first place, and it sends you to the tap, the hose and the inlet valve. 9E is about the wash: water arrived but the level went low while running, and it sends you to the filter, the load, foam and whether the machine is level.
- Can a baking tray really cause an error code?
- Yes, and it is one of the more satisfying free fixes. Anything lying flat across the bottom rack acts as a roof over the sump. Water lands on it and runs to the corners instead of back down, and the sensor reads a level that is genuinely low where it is looking.
- The dishes were still washed. Why stop the cycle?
- Because a low level means the spray pressure is falling and the element may be partly uncovered. The machine stops for its own protection, not because your plates were in danger.
